Release Notes - WebGL Client

hi everyone,

i've started trying to maintain release notes for client, which will also track incremental progress. the master version will be in github here: https://github.com/ronappleton/starpeace-website-client/blob/master/RELEASE.md

i'll also post updates here in forum. please let us know if you have any questions or ideas!
